BlueWave, a leading solar and energy storage developer, owner, and operator in the Northeast U.S., announced today that Becky Limmer has been named General Counsel. With nearly two decades of experience spanning senior federal leadership and private sector clean energy financing and development, Ms. Limmer will oversee all legal affairs for the company, supporting BlueWave’s solar and storage portfolio, asset ownership, and operations activities.

Ms. Limmer brings extensive experience advising on complex energy transactions, regulatory matters, and corporate governance. She most recently served as Chief Counsel for the United States Department of Energy’s Loan Programs Office, where she provided legal counsel to senior leadership and oversaw strategy for a portfolio representing more than $100 billion in committed project investments across the clean energy sector. In that role, she also led a team of attorneys supporting innovative energy and infrastructure financing spanning solar, storage, advanced manufacturing, transmission, and other critical technologies. Her previous work includes senior roles at Winston & Strawn LLP and Norton Rose Fulbright LLP, as well as in-house counsel at First Solar, Inc. At BlueWave, she will partner closely with the executive team to support complex transactions, strengthen governance, and ensure regulatory compliance across the company’s portfolio.

“As BlueWave continues to strengthen its project portfolio, Becky brings significant experience in clean energy finance, regulatory strategy, and organizational leadership,” said Sean Finnerty, BlueWave Chief Executive Officer. “Her leadership across complex financings and highly regulated environments will strengthen our legal foundation and support the company’s continued development and long-term success.”

“BlueWave has established a strong track record of delivering solar and storage projects that create meaningful impact for communities,” said Ms. Limmer. “I’m proud to join a company that pairs disciplined growth with a clear sense of purpose. I look forward to supporting the team as we advance the portfolio and execute high-quality projects to help strengthen the clean energy infrastructure.”

Ms. Limmer holds a J.D. from the University of Virginia School of Law and a Bachelor’s degree in Business Administration from Washington and Lee University.
